13/25
Institutional score

The score supports the assessment. It does not compute the status on its own.

Judicial independence3 / 5

The judiciary inherits serious political distortions, but early restoration measures justify an improving score.

Media freedom2 / 5

Media pluralism remains structurally distorted by the inherited ownership and state-media landscape; repair is only beginning.

Electoral integrity4 / 5

The 2026 election produced a genuine and decisive transfer of power, materially strengthening the electoral assessment.

Civic space & human rights2 / 5

Civic and academic space remain affected by legacy restrictions, though the direction has shifted toward reopening.

Checks & balances2 / 5

Checks and balances remain weak because many Orbán-era structures are embedded institutionally, but restoration has begun.

Confidence: medium. Confidence reflects evidence quality and assessment certainty, not democratic quality.

Direction analysis

The baseline remains weak after sixteen years of Fidesz institutional capture. However, the April election produced a decisive transfer of power and the new government has begun rule-of-law, anti-corruption and institutional reforms. Direction therefore changes before Status does.

What changed

Freedom House and V-Dem document the inherited 2025 institutional damage. In April 2026 TISZA won a supermajority and ended Viktor Orbán's 16-year rule; subsequent reforms contributed to the EU releasing previously frozen funds.

RETHINKK assessment

RETHINKK classifies Hungary as institutional erosion but rapidly improving. The result demonstrates the central logic of the index: a country can remain institutionally weak while moving decisively in a democratic direction.
